AWHC and Chasing Horses Wild Horse Advocates Applaud Senate Passage of Theodore Roosevelt National Park Wild Horses Protection Act

Legislation marks a major step toward securing a permanent future for the iconic wild horses of Theodore Roosevelt National Park
WASHINGTON, D.C. — American Wild Horse Conservation (AWHC) and Chasing Horses Wild Horse Advocates (CHWHA) today applauded the United States Senate’s passage of S. 1377, the Theodore Roosevelt National Park Wild Horses Protection Act, landmark legislation that would help ensure the long-term protection of the beloved wild horse herd that roams Theodore Roosevelt National Park in North Dakota.
The legislation requires the National Park Service to maintain a genetically diverse herd, limits the removal of horses except in specific circumstances, and directs the Department of the Interior to develop a management plan with annual public reporting on the health and status of the herd.
For decades, the horses of Theodore Roosevelt National Park have captivated visitors from around the world and become an irreplaceable part of the park’s cultural, historical, and natural landscape. Their future came under threat in recent years when the National Park Service considered removing the herd entirely, prompting an unprecedented outpouring of public support from North Dakota residents, tribal representatives, conservationists, park visitors, local advocates, and supporters across the country.
“The Senate’s passage of S. 1377 is a major victory for America’s wild horses and for the millions of people who cherish seeing them roam freely across the North Dakota Badlands,” said Patricia Miller, Executive Director of American Wild Horse Conservation. “These horses are an irreplaceable part of the Theodore Roosevelt National Park experience and an enduring symbol of our nation’s western heritage. We are deeply grateful to Senator John Hoeven for his leadership, perseverance, and longstanding commitment to ensuring that future generations will continue to experience these remarkable animals in the landscape they call home.”
AWHC and CHWHA praised the leadership of Senator John Hoeven (R-ND), whose persistent efforts over several years helped advance federal protections for the park’s horses. Senator Hoeven has consistently championed the preservation of the herd, working with the National Park Service, local stakeholders, and Congress to help ensure that these iconic animals remain a permanent part of Theodore Roosevelt National Park.
“We are thankful to Senator Hoeven for introducing the Theodore Roosevelt National Park Wild Horse Protection Act,” said Chris Kman of Chasing Horses Wild Horse Advocates. “Chasing Horses Wild Horse Advocates is still advocating for the best piece of legislation to move forward for the horses. We believe this legislation needs to be amended so that there are stronger protections in place for this historic wild horse herd. CHWHA is currently working with members of the House to have this legislation amended.”
While both organizations view the Senate passage of S. 1377 as a significant milestone, AWHC and CHWHA will continue supporting efforts in the House of Representatives to further strengthen the legislation and ensure the long-term protection, genetic health, and humane management of the Theodore Roosevelt National Park herd.
The organizations also recognized the tireless efforts of the advocates and members of the public who rallied to defend the horses when their future was uncertain. Their work helped elevate the issue to national attention and demonstrated the broad public support for preserving the herd as a living part of the Theodore Roosevelt National Park landscape.
This legislation represents more than the protection of a single herd. It reflects a growing recognition that free-roaming horses hold significant cultural, historical, educational, and recreational value for the American public. By establishing a framework for transparent management and genetic viability, S. 1377 provides a stronger foundation for maintaining a healthy population for generations to come.
“This is an important victory not only for the horses of Theodore Roosevelt National Park, but for everyone who believes our public lands should preserve the living symbols of America’s history and heritage,” the organizations said. “The Senate has taken a significant step forward, and we look forward to continuing our work with Congress to ensure the strongest possible protections for this extraordinary herd.”
AWHC and CHWHA now urge swift action in the House of Representatives to advance the legislation and secure lasting protections for the Theodore Roosevelt National Park horses.
